Background
The Ministry of Health operates a complex healthcare system comprising general, rehabilitation, geriatric, and mental health hospitals. Every few years, the Ministry seeks to measure this engagement systematically, ensuring transparency and comparability across departments and hospitals over time.
The Challenge
